I had the same issue in my driveway last year, After speaking my state rep, it was suggested to call the police every time it happens. Inform your neighbors to the procedure, the police will issue a ticket and after a few times it will stop. Remember to state that it is hazard due to the fact if there was fire and the fire truck needed to get to your house via the driveway, valuable time and maybe even lives would be lost.
