Waste Management has no clue who has what. There are business's and residents who have no trash service.There cans all over the city. The City of Oakland is in bed with this company at the tax payers and rate payers expense and when was the last audit. As long as the rate payers do not complain some group gets rich and were left with abandoned cans.
