DPW: I hope that in these cases somebody takes 10 minutes to sift through the trash looking for names on bills/receipts/mail. There must be penalties for these miserable dumpers.

Disgusting. Maybe it's time for New Haven to re-think it's policy on bulk drop-offs(needing to pick up a free "coupon" first) and paid ($50) bulk pick-ups: http://cityofnewhaven.com/PublicWorks/pdfs/Bulk%20Brochure%202015.pdf. The status quo is NOT working. For what it's worth, I notice a number of our surrounding towns have free residential bulk pick-ups days a couple of times a year. In fact bike riding around Hamden just last week you could see piles and piles of bulk trash in front of almost every household to be picked up. If it ain't working New Haven, try something new...
