They're poor people trying to survive. What do you suggest they do? What do you want to happen? If the city would provide basic facilities and areas to camp, this wouldn't be as much of a problem.
While uncontrolled fires are a problem, begging for money isn't hurting you.
This "issue" is far larger than the sight of dirty poor people bothering you. It should be closed.
