Dangerous. Needs a "15th St traffic does not stop" sign on both sides of Constitution Ave NE desperately.
Many east / west travelers (drivers & pedestrians) on Constitution Ave NE assume 15th St traffic has a stop sign. They don't. And many cars drive north up 15th St to beat the light at North Carolina a few feet away. Speed bumps on 15th just south of Const Ave may also help.
This combo of expecting traffic to stop when it is often moving faster than normal has created a very dangerous situation. Witnessed many near-accidents regardless of day/time.
Please address before someone gets hurt.
