Please be aware that in a small city such as New Haven, many people do not use their cars to go to/from work. Furthermore, many people move here from other states for a year or two (graduate students, postdocs) and may keep their old plates. And those living near Wooster Square can do their grocery shopping at Elm City Market on the way home. What I'm saying is that the mere fact that a car hasn't been moved doesn't mean it has been abandoned.

Yes, there is a city ordinance that allows cars parked in one place for too long to be ticketed and towed. But is this really a desirable thing to inflict on your neighbor? (Thinking their car has been stolen, then finding out they need to pay hundreds of dollars at two different locations to retrieve their property.) I guess I'm saying that it makes sense to wait somewhat longer before complaining, especially if the car doesn't look like it's falling apart.
