TJoy, the visit to the ER is to get documentation, even if it is a skinned knee. As it is, sorry, but you could be lieing about falling, skinned knee and whole thing.. you could just make it up. The ambulance would verify your location, and that you got injured, then you could pursue the claim that this spot is dangerous.
I fell once on the brick part of the Green when there was some ice, and did file with the City via the Urgent Care place that I visited. The City should pay for the medical expenses.
