These guys never bother me or my family. They clean up their area. The dangerous people heckling and throwing things at people were the meth heads sleeping under the bridge. I feel unsettled about kicking someone our just because they are homeless without a reason.
Yea, and while they might be ok folks who do clean up, it leads to others doing the same thing. I've been riding my bike to work on the trail now for about 6 years and the entire last year has been the most difficult with homeless and others on it. The trash and lack of safety on the trail is both scary at times and really depressing at others. It is almost like the city has lost the ability to keep the trails safe and they really need to do something about it.
Then we should all get together and attend a city council meeting with realistic and practical solutions for all stakeholders, homeless included. I really like the idea of a bike cop patrolling the trails every once in a while. Other than victimizing and complaining, lets do something.
I guarantee you they are actively trying to keep the Bosque area trails safe because that is where all the Mayor's friends and donors live. Its these trails with fewer and lower income homes that the city isn't doing anything about.
I pay support to several of the biking organizations in town (like Bike ABQ) and maybe that's where some leverage could be applied. I think the city should just do the job they are hired and elected to do and there are lots and lots of services for the homeless. Just because they choose to not take part in them doesn't mean I should have to put up with them on the bike trail. We've been posting about these issues for at least a year now and the city simply opens and then closes them and hasn't done anything. BTW, I've also stopped to talk to the folks that manage the ditches (AMFCA) and they don't have much leverage with the city either. They have to do all the clean up and have reported these things over and over again.
The only response I got from 311 was to call APD and they closed the case!
This is a bigger problem bigger problem than the illegal camping.
I will send this image and more to AMAFCA and CABQ Parks and Recreation Department since I have been reporting to them since November 2015 about the erroneously removed bollard at Indian School that allowed the illegal camping in the first place.
Again 311, APD, and AFD now have done nothing to help these people. IYesterday evening at 8 PM reported to 242-COPS, who immediately transferred me to the Fire Department because I mentioned when I rode by there was more than one camp fire burning. Both the AFD and 242-COPS operators said units would be responding. I rode by at Noon today and all campsites were still inhabited.
I reported all of this at a GABAC meeting this evening at the Chairman Scott Hale brushed it off saying, "This is just another complaint." There was no discussion whatsoever. Perhaps the GARTC Board and the AMAFCA Boards will be more interested.
This is another fine example of the city doing the bare minimum asked/expected of them. They managed to get one tent (the one in the picture) moved out of this area, while two other tents along this fence with larger piles of trash and which are clearly visible from the highway remain undisturbed. In addition, the tent that was force to move is now only about 150 yards east under the I-40 bridge. Great job "addressing" this complaint!
I had a personal interview today with AMAFCA Engineer Jerry Lovato. He told me that he and APD Officers from the APD COAST UNIT walked the area yesterday and will serve the tenants of this shanty and others at the I-40 and Carlisle Bridge underpasses with three day notices. He claimed they will all be gone by Friday and the garbage left behind removed next week.
Rode the NDC Multiple-use trail again this evening about 7:20 PM to see campers with lamps on the helmets and mattresses with sheets dangling down the concrete embankment underneath the I-40 bridge underpass. Although the previous campsites look vacated there are definitely still people living under the I-40. The human waste, garbage, and tents are not supposed to be removed until sometime this week.
Again I called 242-COPS. Operator #4944 assured me she would have an APD unit investigate and notify the COAST unit.
THIS TRANSCRIBED VOICEMAIL WAS RECEIEVED FROM ESTHER TENNEBAUM, THE DIRECTOR OF 311, IN RESPOSNE TO MY CALL TO HER CONCERNING MY COMPLAINT ABOUT 311 WRITING ABOVE TELLING ME TO CALL 242-COPS WHEN I HAD JUST REPORTED THAT IS WHAT I HAD JUST DONE.
Hi, John. It's ester at 311. Sorry it's taken me so long to get back with you. I actually been in close door meetings, and didn't have access to the system. So I went ahead and looked at the cases with in Seeclickfix and just wanted to follow up with you. If there's really nothing that this mobile app can do for you. If it has to do with the police matter. They do not utilize this mobile app and we aren't able to take reports on behalf of police so the big thing here is that opening the cases and so they going to do any good cuz we're just going to close them saying already reported citizen needs to contact APD so hopefully you've already done that if you have their number is 240 - 2677. I meant if you already haven't that's for you would report that and unfortunately. He's like. I said the apd has chosen not to utilize this to allow students to report issues. So drop me an email if you have any other questions. And it was good to hear from you. I wondered what happened to you, so I hope you're doing well, and I'll talk to you soon. Bye. Bye.
THE SHANTY TENTS HAVE BEEN REMOVED, BUT BUT THERE ARE SEVERAL SHOPPING BASKESTS THAT ARE FULL OF GARBAGE AND THERE ARE NEW 'TENANTS' UNDER THE I-40 BRIDGE.

THE SHANTY TENTS HAVE BEEN REMOVED, BUT THERE ARE SEVERAL SHOPPING BASKETS FULL OF GARBAGE PARKED ON BOTH SIDES OF THE I-40 UNDERPASS ALONG THE MULTIPLE-USE TRAIL AND NEW TENANTS HAVE MOVED IN UNDER THE I-40 BRIDGE.
THE GARBAGE ISSUES ARE NOT AN APD ISSUE. THIS CASE NEEDS TO STAY OPEN AND STOP BEING CLOSED BY 311 UNTIL THE ISSUES HAVE BEEN RESOLVED. ESTHER TENNEBAUM NEEDS TO ADDRESS NOT ONLY THE PREMATURE CLOSURE OF THESE CASES AND THE LACK OF PROPER ROUTING TO PROPER CITY DEPARTMENT, BUT THE NEGLIGENCE OF HER STAFF.
THE PEOPLE CAMPING ON THE TRAIL IS AN APD ISSUE THAT AMAFCA MUST INITIATE, BUT THE GARBAGE ISSUES ALONG THE TRAILS IS A CITY OF ALBUQUERQUE PARKS & RECREATION DEPARTMENT ISSUE THAT MUST BE REPORTED BY THEM TO AMAFCA TO BE CLEANED UP.

As I have stated before this case will not be closed until the multiple-use trail is safe.
311's Mr. Ingoglia harassment will be reported to his boss Esther Tenebaum
