The recent increases that were announced are all well and good. However, you can set the fines as high as you want. Without PROACTIVE enforcement agencies, primarily the local Police Department, actually issuing summonses on their own initiative there will never be any worthwhile adherence to the city regulations. As a 37 year resident of this city, I have NEVER witnessed any proactive enforcement of any city regulations. The only time any city agency takes any enforcement action is after a complaint is made by a resident and then only after MULTIPLE complaints.
