Are the 3 issues about the upslope neighbor's run-off going down the sidewalk instead of into the street, really the same issue as the stopped up drain behind that same address flooding their & their neighbor's backyard and basement??

No, the sidewalk and backyard-basement issues are separate.

Thank you for pointing that out Lora, 1589025 is a separate issue, you are correct. I'll tell you what, to keep things from getting more confusing, I will go ahead and open a new issue for 1589025. I'll comment here with a fresh link for that issue and close this one since this has been addressed. In the future, please create a new issue if one gets archived that has yet to be resolved.
