Solution: One of Councilman Jones' staff members, Josh Cohen, needs to be notified (joshua.cohen@phila.gov, 215.685.2547). He works magic! They'll have a violation ticket so fast their heads will spin.
I've also turned this matter over to East Falls Town Watch. They send teams out to note things like this and will complain to Josh and others.
