is there a reason why they are building at 1:30 am?
There is a new building construction going on on 19th street, it is right in the middle of a triangle of thee apartments where people live and sleep: Americana, University Square, and Artisan.
It has been going for a couple of weeks now and even during the weekends (Friday nights). They turn on this light that is bright as day and use extremely loud equipment to mix and pour cement. All of it at 1:30 am till the morning! It is impossible to sleep.
There is a quite hours regulation law that is abused in this case

This location is considered to be in a commercial zoned area - and any commercial zoned property is permitted to work during the evening and early morning hours. The Codes Zoning Noise Ordinance has no jurisdiction over commercial construction and noise.
Regarding the lighting - I will be happy to bring this to the attention of the Codes Building Chief to see if we have any jurisdiction over this.

Could you please elaborate a little more on the evening and early morning hours? Does 1:30 am fall into one of these categories?
It did not cross my mind that the area with 3 apartment complexes can be zoned as commercial. Thank you for clarification.
