People stop to purchase a newspaper from the person who is there every weekday morning. The seller frequently sells to people while the light is green and this cause everyone behind them to have to slam on their brakes, Luckily people are not going too fast but this is on off-ramp from Interstate 95 and it is dangerous to have someone selling papers there—especially while the light is green. They are impeding the flow of traffic which I thought was a moving violation in PA.
