The board of supervisors hereby finds and declares that the accumulation and/or storage of wrecked, dismantled, abandoned, or inoperative vehicles, recreational vehicles, travel trailers, utility trailers, boats or other mobile equipment or parts thereof left standing to deteriorate create conditions tending to promote neighborhood blight and deterioration, to constitute an attractive nuisance creating a hazard to the health and safety of minors, and to create a harborage for rodents and insects, and that such accumulation and storage are generally injurious to the health, safety and welfare of the community. The purpose of this chapter is to provide a method for the prevention and elimination of these conditions.
I looked up our Alameda County Code and unless you call this an historical vehicle I disagree. Although it is on private property it is visible from the street.

6.48.040 - Exclusions.
This chapter shall not apply to:
A.
A vehicle or part thereof which is completely enclosed within a lawful building in a manner such that it is not visible from the street or other public or private property; or
B.
A vehicle or part thereof which is stored or parked in a lawful manner on private property in connection with the business of a licensed dismantler, licensed vehicle dealer, or junk dealer, or when such storage or parking is necessary to the operation of a lawfully conducted business or commercial enterprise;
C.
A vehicle that has been proven operable to the Planning Director or designee within a 6-month period;
D.
A vehicle that qualifies as a horseless carriage or historical vehicle.
Nothing in this section shall authorize the maintenance of a public or private nuisance as defined under provisions of law other than Chapter 10 (commencing with Section 22650) of Division ii of the Vehicle Code and this chapter. Possession of a "Non-Operative" status with the Department of Motor Vehicles does not exempt vehicles from this ordinance.

My understanding has been that you can not have broken down vehicles that can be seen from the street. The city made stricter rule not that long ago about parking campers and in your yard or on the street. I don't know what code it would be but I am sure you can't have drown down cars sit year after year would this not fall under a blight law. I must remove graffiti from my building within a certain amount of time but cars can sit ? I believe this officer is wrong. Someone will need to dig further to find the appropriate violation and follow up to see it enforced. It may well be what was pointed out above.

This property and the one across the street have additional blight characteristics such as old rusty tools and old wet inside furniture in the yards visible from the street. Why is it that this is tolerated in our neighborhood?
Have you tried reaching out to this neighbor? Maybe there's a reason their property isn't to your satisfaction (poor health, mobility, life circumstances).
That last one is funny.
I do get the point though and feel the same way often. Many complaints could be solved by someone covering up the graffiti or unplugging a storm grate themselves but also know not everyone is capable of that. I have hauled several pieces of junk left on the curb and mowed down strips of weeds no one else touches. Across from the hospital by the lagoon or by the old island high where they plan to develope. Let's all do what we can to keep out town clean and help each other rather than just complain and use this system when needed. I would like to see more people held responsible for dumping junk on the curb rather than have us pay to have it all picked up.
