Andy, my feeling is that police will have to be shamed into citing these companies. That's my belief because violations of the ordinance by private trash haulers has been a regular complaint of Wooster Square residents on SeeClickFix (and other neighborhoods) for years now,. There have been repeat offenders. One company stopped after complaints were posted then started again a year later. Police not only haven't ever reported on SeeClickFix that they've cited one of these companies, the police have never once even acknowledged these complaints on SeeClickFix, even for the repeat offenders. The only acknowledgement I've see by police was on a post complaining of pickup after 6AM, which is legal, and it was to tell the complainant that after 6AM is legal. NHPD policy is social control through controlling individual people engaged in unacceptable behavior. When the offender is more politically complicated, like a business, their spiel about enforcing quality of life issues hits a wall and they short circuit. They don't know what to do because their law enforcement activities are so tied, ideologically, to enforcing social hierarchies. In the hierarchy, a garbage hauler, yes, is slightly more complicated than just about any individual person on the street violating an ordinance or law. If you want real quality of life in Wooster Square, you need policing by consent, through memorandum of understanding between residents and the police department where this stuff is specified, otherwise, what you get is the false appearance of community direction through block watches and management teams. I consider this garbage hauling issue one of the top quality of life issues in Wooster Square. When I first moved here I nearly jumped out of bed when woken by a private trash hauler at 5:30 AM backing up feet from my window. These trash haulers will back off then start up again - they continue to play a game with public works and the soft enforcement that is meted to them, knowing that it is not policy to actually cite them. It's easy to mess with a homeless person. Apparently it takes a major infusion of backbone to stand up to a garbage hauler
