They probably can get an idea who did it because the person who threw the item must live in an apartment facing Orange Street.

A vague idea. I know a bit of forensics.. check to see how widespread the pieces are, the more widespread the pieces the further they fell,, check how far out from the building, to see if it was dropped or thrown.. etc..

Hopefully the city will read your post and take your suggestions. The original post stated that it was across the street from the apartments so it was probably thrown. You really have to be sick to do what they did. It is too bad because Orange Street is a nice street.
