Description
The area behind 29 Whalley (Zeta Psi fraternity) facing Goffe Street is a rancid mess. The fraternity still takes no responsibility for its trash. Garbage (some rotting) is lying on the public sidewalk behind a fallen fence, spilling out of torn, uncollected bags, even though there is a dumpster there. The commercial property (Popeye) next door does so much better than this private property. Can the City clean this area (and charge them)?
