Per your request about the streetlight out Mount Vernon Road at Ryefield. There is no Georgia Power streetlight at this intersection. There is a private light for the driveway for 7535 Mt. Vernon Rd. and if it is not operating it should be reported to Georgia Power by the owner of the light. I do not have the picture you attached to the original 311 request and if it a different light fixture I would need specific location in order to report the outage to Georgia Power
