Description
Abandoned lot is overgrown with weeds. Weeds are almost as tall as the neighboring buildings. The lot is now home to many rodents and pests, such as mice, rats, mosquitoes. I believe the lot is actually part of a property on 19th and Wallace, however, the lot is located on North St. between 1918 and 1922.

An attempt was made to inspect this property on 8/14/12. The lot is fenced
and locked. The inspector was told that 1922 has a key for the lock, but
that was a no contact. A 'No Contact' notice was left at the time of the
visit.

If we could please set up a time to inspect the lot, we can ensure we will have the keys available to unlock it for you. We would like to get this resolved before it starts getting cold, and the critters start looking for somewhere warm to live (i.e. our houses).

Would it be possible to set up a date and time to inspect the lot? The user "kd" will be able to coordinate and unlock it for the city if they can schedule this task. Please let us know if there is something that we can be doing to help move this issue toward a resolution.

I called Philly311 and they transferred me to the Philadelphia Health Department. The Philadelphia Health Department transferred me to Philly311. I spoke with a new person at Philly311 and they said that "Lot Cleanup" is not a health department issue. The issue id number assigned to this case is not in the Philly311 system. The address, "1920 North Street" is not available in their system. Philly311 did confirm that they can see this address on Google Maps. I was told I could not open a case with Philly311 since the address was a required field and "1920 North Street" is not recognized.

So, they can see it on a map, but can't go there? Hmmmm. It is an empty lot located between 1918 and 1922 North Street. We don't want to use one of those addresses, as the lot does not belong to either of those neighbors.

I assume the address, between 1918 and 1922 North Street, is 1920 North Street. Philly311 can see it in a web browser (and so can I), like Google Maps, but they can not create a ticket for the cleanup because it does not show up in their "system". The property does not even show up on the Philadelphia Office of Property Assessment It is as if the lot exists everywhere except within the Philadelphia government's system, which explains our difficulty.
I am not sure how the Philadelphia Health Department was able to comment on this page, seemingly understanding that there was an issue with the lot. I do not think that Philadelphia uses SeeClickFix to determine which lots need cleanup. Does the contact at 1922, referred to in the comment above, have a way to get the inspector back out to the property?
Any suggestions on next steps? Can we involve the Spring Garden Civic Association?

The official address is 1919 Wallace St, Philadelphia. The property runs all the way from Wallace St to North St. Hope this helps.

That is absolutely right! I confirmed this by looking at Trulia, which shows the property line for 1919 Wallace Street extends to North Street. That would explain why it couldn't be found in the Philadelphia system. I will call the Philadelphia Streets Department this week and report the issue using the new address. Thanks!

I spoke with Christine at Philly 311. She said that the property is a residential property with 3 units that extends from Wallace to North Street. Since the property is not a vacant lot, they would create a ticket for residential cleanup under the City of Philadelphia Licenses and Inspections (LNI). I mentioned that the property was overgrown and had trash but no bags of trash or furniture and that the lot is accessible from North Street through an unlocked gate.
The progress of the cleanup can be tracked on Philly311 using either the address "1919 Wallace Street" or case # "2552969".
