Not really sure why it's a traffic issue. If nothing else wouldn't it be a code issue? What was done if anything?

I don't really understand if this was checked out. The car continues to be parked and broken down there 2 since two weeks ago. How was it checked out.

So I noticed now the tires are marked . I am hoping the plates were run and if it was a residents car they were just notified because really I just want to be sure the vehicle wasn't stolen or something.
