The flooding is coming from incoming tidal through city stormwater drain at city pump station only - not over any bulkheads. That water travels 5 houses east before pooling infront of 440 goodspeed. There needs to be a stop drain at that pump relay location preventing tidal flow into the neighborhood. This is not from any other source but the single pipe that leaves the pump station area and runs east.
