Code enforcement is maybe needed here. Don't know if this is legal but this blight is just OK with the city? This sicken act is poison to the community and the City of Oakland needs to take a step and send out OR knock on all the doors to inform residents that dumping is a ripple affect that needs to be broken NOW. Clean our streets!
