cal trans permits people to live behind that wall ... clearing the trees and regular maintenance would be a good start

apparently cal trans is NOT liable for any blight or property damages caused by the lack of maintenance they force their neighbors to deal with

I was having the same problem in CT with ConnDot.
I finally got some response after getting some neighbors to comment and also directing ConnDot towards the Issue.
