The walk Signal button on the corner of Elm and Norton doesn't work. I was trying to cross the street with my baby in the stroller n stood there for more than 5 minutes waiting for the walk sign while pressing the button every time the traffic light changed.

I confirm this. To be exact, I think three of the four pedestrian buttons work kindof, and one seems to not be hooked up at all. And I remember it as the "southeast" corner as being the one that never responds at all.
I say that the other three signals work kindof because it seems like they do not pre-empt the Elm Street traffic unless it's been a few minutes since any cars drove down Norton. If there has been a car come down Norton and set off the light in the last minute or two, it can be a very long time waiting. If you keep walking, you can get a block away before the walk signal finally comes.
It's also the case that bicycles and motorcycles cannot activate a green light from Norton. The induction loops in the poorly maintained asphalt are either gone or buried too deep for anything but a car. The law says to treat a defective traffic light as a four-way stop (in this case three way stop). Rather than spending tens of thousands of dollars to maybe fix the signals, I'd rather see them ripped out and replaced with a three way stop.
