Recently phoned Corona PD to report woman with 2 children. Dispatch told me there's nothing PD can do. It's okay as long as no laws are broken. City of Riverside posted no loitering signs at the favorite/popular sites. I haven't seen the regular people on the island's in the middle of the road anymore.
