Yes, cars have crashed into the house, causing the owner to place a barrier in front of the property. If a red light does not cause a person to slow down or stop, I do not believe a blinking light will.

A red light and a blinking light give different messages, and a stop sign different again. A red light has to change color, and means,, it's not your turn yet. A blinking light signals that there is a reason to be careful and to slow down. The red light stop does not indicate a danger,, a blinking light does indicate that there is a good reason to cut speed. .. It also depends on if it is an intersection, or crossroads, how much traffic there is,, and it's a holiday.
I would call the traffic department tomorrow, when offices open, and discuss this situation with them.
