Neighbor who has many trees wrapped in ivy and vines has a tall scraggly pine now bending over in the direction of our house. In small wind last week it was bending precariously toward house. This neighbor has had a tree fall on our propery in the past. We have sent 2 emails with no reply. Is this a private property matter for lawyers to handle? What should we do? Our adjacent neighbor first brought it to our attention, and it could affect neighbor's property as well. The trees do not fall in the City right of way. Thank you.
