Description

The traffic signal at Adeline and 3rd Streets is on a permanent "flashing red" phase, meaning traffic in all directions is supposed to use it like a stop sign. With all the semi truck traffic coming from each direction this is extremely hazardous for any pedestrians or bicyclists trying to cross, as one has to be on the lookout in all directions constantly, especially since Adeline is a multiple lane street and a truck in one lane may be blocking the view of a crossing pedestrian or bicyclist from a truck in the next lane over. This is especially risky due to the fact that 3rd Street is an "on-street Bay Trail" segment, meaning that it is supposed to be safe enough for families to use. I have seen plenty of traffic roll through this intersection without stopping, even cutting off people trying to cross on foot or on bikes.

Please change this signal back to a normal green-yellow-red phase at all times, which will greatly simplify the traffic movements here. This change may indeed slow down trucks exiting the port, but this is a better option that the existing, more dangerous situation.
