This is a split city issue, I Guess I should have put it on both. If a stop sign needs to be added to division st. it would be on the Ansonia side of the double line. I know the battle continues between ownership of issues of what happens on Division Street, but where do we draw the line? yes, the yellow stripe would have to be added by Derby on Emmett Ave, but can you tell me WHO would be responsible for a stop sign added to the Ansonia side of the double line on Division St. where it meets with Emmett Ave??????????

Maintenance and public safety of Division St is split by the cities in the following manner: Ansonia takes responsibility for the "flats" and Derby is responsible for the sections that are the "hills". This applies from curb to curb and is not split down the middle of the road. Sounds strange but this arrangement has worked well for the last hundred years.
There are a few exceptions, such as Ansonia taking responsibility for the whole project area from Westfield Ave to the hospital because the Division Street Road improvements are part of the larger project to build the new Route8 ramp on Westfield Ave. the other exception has been traffic control- Ansonia owns the traffic signals and stop signs that don't belong to the state.
So I think you would go to Ansonia if you want a stop sign under Route 8 overpass going west. Stop signs are usually not placed near highway abutments so that traffic stacks under the structure. I remember when there were no stop signs on Division at Emmett. Also, it would be a 4 way stop, not a 3-way because traffic coming from Edgewood Ave has rights to go directly to Emmett. because it is one of the legs of the intersection. The original reason there is no stop westbound on Division at Emmett is because it would create a dangerous situation because of the off-set intersection between Edgewood and Emmett. Cars stopping from this sign might proceed past Edgewood and Edgewood drivers might think they have the right- of- way after stopping at their sign. That is why no sign was placed there when the stop was put at Emmett eastbound in front of the cemetery.
Ultimately the need for a new stop sign would be judged by accident data and fatalities caused by the absence of a stop. You can get this info from the Ansonia Police Department. If there is not a high accident ratio, they are not likely to install a sign.
