Some guy just got THE PLAUGE from having been bitten by a "feral" cat out in California, as in Bubonic Plague, of which there are three kinds, and for which there are no cures. Cats also carry toxoplasmosis, (look it up) which is just as bad as THE PLAGUE. Unfortunately, the pet food industry rules. You are right not to want to go near them, but the ASPCA is NOT required to go after these non-indigenous animals. That is a fact, and if you bring them in, the ASPCA will fight tooth and claw not to take them even then. Really.
The Ulster County Board of Health will not want anything to do with them either. Really.
Your local government doesn't want anything to do with them too. Really.
It is against the law to kill them. Really, I believe it is a felony.
Who is your ward assemblyman or woman?
Go see the County Executive. He just helped put a dog run in in New Paltz. Maybe they will let the cats in too?

Volunteer would trap, spay and give shots and check the health of the cats and return them. If the cats were sick (Rabies FLiV) they were humanely put down. Marie Post ran it and did a damn good job, her volunteers were great. We had that problem in our neck of the woods and now we have 2 fixed, healthy female cats that do a great job killing the vermin (rats mice snakes) in our neighborhood

Get the assessor office out there. It is the only legal venue you have, and the venue you are entitled to as a taxpayer, and it will show up the assessor as either having capacity and judgement or not?
If you have a question, write it here.

Hello. Welcome back.
You must get from the assessor office the Section, Block and Lot numbers for your house and the house with the cats. It is referred, the number, as an SBL, and only the assessor office can give you both. The Kingston Assessment Roll book on line at the county web site lists some municipalities by last name, and others by SBL number order. Kingston is by SBL number. I am stymied until I get those two numbers. A simple phone call to the assessor office should take care of it, or, if you have to, go to the City Clerk office, file a Freedom of Information Act for the two numbers, pay 25 cents for the information, and bring it back to us. Everything else is commentary.

You can get the SBL number from the County parcel viewer - along with any owners names and mailing address.

The information is not always as accurate as going to the assessors office - but far simpler!
And it is NOT the job of the SPCA to collect feral animals. They only get involved in far worse situations - they are a non-profit mainly dealing with managing the shelter. The city has an animal welfare officer - and they might be of help.
According to the city website that is: Shaun MacCreery (845) 334-3916
But the website also indicates that the person is a dog control officer - so they might not be able to help. And with budget cuts - they may not be able to help. You may know this already as it sounds like you have had lots of interaction with the police and you cite a defunct program.
Finally, 6 cats - is generally not an apocalypse. Supporting a population of feral cats is not OK. Getting lots of neighborhood support is generally in your favor. Good luck.
