Theft and Vandalism ratcheting up in this block. Many unsupervised preteens prowling neighborhood. For one resident, front porch encroached upon, grate removed from window well and someone's pet cat stuffed into the window well with the grate then slammed back down trapping cat inside the window well in the stifling heat.
