Description

There is a growing homeless encampment on 28th Street that is spilling into the street. There are tents, illegal structures, office chairs, trash, bicycle parts and other debris. This is getting worse by the week. One of the residents is a smoker and I fear this is presenting a fire danger. Something like this would not be allowed to happen in Rockridge or Piedmont. Why is permitted in West Oakland?
