This is a private driveway located on a state maintained road. The island was most likely installed by the property owner as part a requirement of the NCDOT driveway permit. The property owner is responsible for maintenance and construction of the driveway, the island and any improvements required. The City of Raleigh would not be involved any improvements such as this.
