The same woman stands outside of Emporium on Broadway and approaches everyone who walks by. She will follow you if you respond and if you do not she gets aggressive and is confrontational. I thought the downtown ambassadors and Yale police (or NHPD) are supposed to make panhandlers move?? If I was the business owners I would not be happy. Almost every time when walking this block you have to worry about a panhandler trying to convince you to give them money in a very rude and aggressive manner. Not exactly helping this area of downtown and this should not be allowed.

Aggressive and confrontational is not allowed but panhandling is legal. So though police have made it clear they plan to harass any panhandlers any way they can, it's actually illegal.

We can't hide this city's huge population of poor and homeless folks just because they make you uncomfortable.
