Description
Some time ago Elmendorf St. was raised over the level of the curbs. With heavy rains this year this led to flooding of this side of the street, which apparently affected a water pipe at the residence causing it to have to be replaced. The sidewalk area is dug up and is a mess, but this issue was caused by the city building the road up over the level of the sidewalks. The only fix would appear to be to raise the sidewalk levels commensurate with the road or to fix the roadway while lowering its level at the same time.

I encourage your persistence, but perhaps you might consider other means that might get you more successfully to your ends. I fought for several years to have my street repaved - and they finally did so - and they milled the street down first - so flooding is not an issue (and I live downhill, so it could be a major problem. Throwing accusations and blame around generally gets you ignored.
You have a new Alderman - Doug Koop (assuming you are in Ward 2 - which I think you are) , and a new mayor. See if he can help you get your issue some attention. Don't expect quick action, as many people would like their streets paved - and you need to have it milled and paved. But persistence does work!

Even though the crisis portion of this matter has passed, the condition that brought it on remains, and thus, the issue shall--reasonably--remain open.
