There are a large number of garbage bags on the trail to the west of the footbridge. They've been there for a week or more.

Not sure where the footbridge is but on the way up to the top and on the top I saw two garbage cans. I guess we could put a 200-gallon garbage can every 10 feet and it wouldn't stop the absolute trashiest citizens to use them. I believe there needs to be citations given -- not saying have cops all up and down the park, which is not feasible or affordable or realistic -- but routinely and without fanfare have a plainclothes police officer or with similar authority to observe and write out citations to litterers. If this began happening in an unpredictable fashion, people would hear and the littler would diminish.

It's a long ongoing never ending problem where all of the proposed solutions are ignored.
