Essex and Houston Someone even made effort to zip tie it to fence so it does not fall on sidewalk, but could not remove it. Reported to 311 by WNYC -- 311 Ticket # 2012MLCT06663 -- 311 Response: NOL (Not on Location) NOT MEET CRITERIA
