I have recently(8/31) vacated the apartment (west side) of this house.
From early fall last year until I left, the steps from the back deck (second mode of egress) were incomplete, the owner having halted work for financial reasons. Every time i asked about them, i was told that the builder was unavailable. The builder told me that the owner refused to have him complete the work when he called to schedule his return.
The door to the basement, where the heating system for the this apartment is located, is accessible from only an outside door for the tenant, who is responsible for their own heating. Electric is shared, but breaker box is also in the basement. Landlord is unresponsive to maintenance issues.
