Description

Owner at this address keeps large bowls of cat food outside the house, as well as a covered litter pan (there seems to be a cracked basement window for their cat, at least, to go and out) -- there are pigeons, rats, and who knows what there at all hours of the day. It makes much of the block smell of cat urine (I guess from the outside box), but I'm most concerned about the vermin being attracted -- this must be heaven to roaches at night. Is there a way to cite them for a health hazard?
