I've reported this dog multiple times to the city of Emeryville and left multiple messages with Piedmont/Emeryville animal control for the last 4-5 disturbances this dog has caused in early morning and late night hours. I'll continue to leave a message with animal control and now send a message here at every disturbance. I guess I'll also have to call the police non-emergency line since nothing seems to get done about this.
The dog is often left outside very late or very early or sometimes even just left out all night -- the problem is this dog barks at any foreign movement, whether it's an animal roaming, an animal being walked, someone coming home, someone leaving for work, etc. This morning the dog was barking at 6:45am and this is probably the 5th time in the last two weeks the dog has been barking at early or late hours.
I'm not sure why nothing seems to be done about this dog. I've talked with the neighbors multiple times asking them to put their dog inside and they seem to blame me for inconveniencing them. A few weeks ago the dog was barking around 2am, I went down to the neighbors house and spoke with them and their remark was "Sometimes dogs bark". They never seem to acknowledge their dog when it's barking and do extremely little to try to prevent it; they definitely do nothing to stop it once the dog has started to bark and simply ignore the dog until the barking stops. Again, this happens at all hours.
Please do something about these residents; this has gone on for far too long. Supposedly they were put on some type of probation with the dog but they obviously are not adhering to that any longer -- if they ever did.

It's frustrating how many people in the east bay have the same state of mind as you. Your dog shouldn't become other people's problem.
6-1.117 Public Nuisances.
(a) Disturbing the Peace. No person owning, keeping, or having in his care or custody any dog or other animal shall knowingly permit such dog or animal, by barking or other noise or sound, to disturb the peace and quiet of any other person.

Thank you for continuing to report this noise issue. Please call 510.596.3700 when the dog is causing the noise problem, especially when it is after hours when the Animal Control Officer is not available. We will dispatch an Officer to investigate your complaint and meet with you if necessary or if you require. If the animal is barking while the Officer is present, the Officer can issue the owner(s) a ticket for violating EMC.
