US American Flag Customs requires that a flag if flown after sunset must have a light shine on it until sunrise. The Veterans WWII War Memorial Flag Pole Does not have one, as well as, other Flag Poles flown all hours on public spaces through out the City!! THE CITY OF NEW HAVEN IS BETTER THAN THAT!!
I recommend to City BOARD ALDERMAN AND MAYOR Allocate Misc Funds to purchase Solar Powered Lights to attach to the Flag Pole and any other Flag Poles immediately! CUT THROUGH ALL THE RED TAPE!!!
Additionally, I know people in the local area have many dogs they like to walk, however, they made a WAR MEMORIAL PARK WHICH IS TO BE CONSIDERED HALLOW GROUND INTO A DOG PARK! WITH A SMALL ARE RESERVED FOR THE MEAGER WWII MEMORIAL for surrounding residence who served in New Haven. My father Joined the Navy at 16 years of age to fight in WWII, & Then Korea. I will not dishonor his memory of military service by requesting his name or any others be inscribed on one of the memorial bricks placed in the front of the Meager Memorial.
Please find a more suitable location for Dogs to waste their by products than Hallow Ground!

I think it would be good to have a proper dog park built, perhaps near the skating rink? Maybe it could tie in with the Mill River trail that is being discussed? Does anyone know if the state street lofts will allow dogs once complete? If so that literally might mean 100 more dogs on the block...
I agree flags should be lit, the solar powered suggestion is a good one.

Id love to volunteer for the planting, unfortunately, I already have contractual obligations scheduled the date of planting..If there is a cancellation I may just show up..The planting is a nice short term way of addressing the some of the negative cosmetic landscape issues of the WAR MEMORIAL PARK.
Unfortunately, Ms Frew none of these address the failure to properly honor US War Veterans.
Common Historical Practice of War Memorials on government owned space shall have flag illuminated during evening hours if flown and have green grass properly maintained.
Shared space in the immediate area for a dog "Human Kinds Best friend, "is not acceptable by any Military, Civil Custom Standards...The grounds of any memorial surrounding shall be kept well groomed and swept free of odors, weeds and debris!
Do you realize there is an unpleasant odor from Feces of the Dogs and Urine!
Its a public health issue... Similar to the concept of smoke free zone.
I doubt when the new construction is complete with the near bye new apartment complex being built with the speculation of a proposed restaurant being included that they want to have there customers smelling the aroma of Canine Waste instead of their fine dining food... Thus, is why I already avoid eating outside of the restaurant already nearby who are currently having their business impeded by this stench...
There is another New Haven Land Trust Park at the end of Mechanic which currently has illegal dump problem which may be reassigned as a dog park or maybe as I originally suggested and reaffirmed by Rocco the nearby under I91 corridor Park Field area where the break waters are that separate fresh from salt and the Bunker & Blue fish spawn...
Also where the Hobos currently reside...I do not know why those misfortune people arent being sought out proactively by a city & state welfare representatives...
((Who are now living in fear from recent heinous events of delayed Police response times when possible crimes were reported being committed right under their noses....))
Lets remove the homeless into proper care and properly honor City of New Haven Veterans with proper memorials with already existing historical memorial park customary flag guidelines who come from all walks of life, sexual orientation, race religion and or creed having served & protected City of New Haven's free way of life with dignity!

A street lights illumination nearby does not provide the dedicated respect of sole illumination for OLD GLORY!
I thought I did take action by posting this discrepancy on a City of New Haven public notice communications platform where by City Officials whose responsibility of care this discrepancy covers are notified via this form of media..
Maybe Im fool hearty to think the Mayors Office, Board of Alder persons and Parks Department receive notice updates from See Click Fix . com...
If I were Mayor, Id immediate order a cease and desist order for the Dog Park Contact the Director of New Haven Land Trust and petition for temporary stay and use of the Park at the other end of Mechanic st away from the Restaurants for use as a dog park near the Base Ball Parks trail. Have public works post appropriate signs, please pick up after pets.
Place public notice with local news media that City of New Haven is accepting Names to Place on the Bricks for US World War Veterans who served on War Memorial Bricks at the Park on Mechanic and State St. Im sure the names of those who served, will certainly cover far more of the hallow ground than whats there previously allocated for the name memorial bricks!
Petition for funds via Board of Alderman and Public Works Parks Department to installation of Solar & Wind-power ( for winter months low solar exposure) Flag Pole lights.
Have Parks Department immediately fill any dog holes that are a slop and trip hazard and cover soil with new Grass!!!!!
Contact State & Local Social Welfare Services to proactively address the homeless issue.
Find out why theyre homeless. is it economic hardship, drug abuse, mental illness, unwanted choice, etc...If the departments cant do it bring them there myself as mayor!! Just saying....

According to last interpretation (http://www.senate.gov/reference/resources/pdf/RL30243.pdf) disrespect is implied only if the flag is "enveloped in darkness" which it is not at that site. It does not mean that there should be special lighting reserved for the display of the flag.
There is also a clause that states that wearing the flag, and using the flag for the purpose of advertising are expressly forbidden by the code. yet it is common practice to do so.
With respect to our military Veterans, of which my father as well as many others of my family are, I don't believe special lighting is needed as the corners are and will further be, well lit going forward.
I do agree that using the site as a dog park isn't appropriate.
The problem becomes then, where are local residents to take their dogs?
Building anything non-essential is an uphill battle in the city, especially considering the budget issues we are currently experiencing.
I'd like to make a few suggestions then.
If you feel that the flag is not properly displayed, speak to an organization whose members would volunteer to take it down and fold it properly on a daily basis. Perhaps the American Legion or the VFW, I would thing they would be honored to do so.
Also if you believe that a separate dog park should be constructed, attend a meeting of the BOA and make that feeling known, or get in touch with the Alder, I believe that would be Ms. Holmes.
There are many things citizens who feel strongly about something like this can do to fix it, start talking to some of the people who can help you bring attention to this issue, SCF probably is a good place to start but it has a very limited audience.
Oh and technically, again with respect, the ground of a memorial park is not Hallowed, you may feel it is sacred as it is a memorial to fallen soldiers but hallowed ground is specifically a religious term and the memorial is secular.

The current illumination is not sufficient...lets hope PAID ELECTED TOWN OFFICIALS WHOSE SCOPE OF RESPONSIBILITY THIS FALLS UNDER RECTIFY THIS PROMPTLY!!
Need to just get a light on this flag pole and many others I have observed through out the City of New Haven!!

We have successfully established a nearby dog park on mechanic street. Solar lighting for flag poles is part of our capital improvement plan but we have a backlog of projects as we unfortunately lost several staff to cancer over the past year. I am not sure when the project will be completed as winter storms currently drive our workload and are hard to predict.
