Another stolen garbage can

Fine waste management for illegal dumping. Maybe they will keep better track of there trash, green waste and recycling bins. How much do there rate payer have to pay each month all the missing bins. The City and waste management need to do a complete audit of who has what bins and who is not paying for trash service.
