I just remembered I made this complaint 5 years ago. It’s still ongoing and spreading to the sidewalk in front of the empty lot next door. There are at least 3 dogs here that I only ever see outside (without leashes) while doing their business. I’ve witnessed someone yelling at the dogs but haven’t personally seen any physical abuse.
