Description
The dog at this house is either outside or locked in a small interior foyer all of the time and barks at all hours of the day and night. It is also much too close to my property, and I am concerned it will get loose and hurt me or my children. It presents a noise nuisance and safety concern. I can't enjoy my own backyard.

Not only is the dog apparently suffering, but the neighbors are for sure suffering. Perhaps a visit to the substation on Blatchley is in order so that you can find out what your options are. Perhaps you can talk to the neighbors and get a calling campaign going with the police non-emergency number. And after 10 PM, perhaps you can make a formal complaint calling into effect the noise law violation. Is the animal at all aggressive? If so you surely have a strong case for getting at least an evaluation from animal control as to whether or not the dog is a danger. Maybe even a cruelty complaint can be lodged? And maybe banging on the door at 2 in the morning to request that they silence the dog would clue them in to your displeasure. Perhaps if they do not care about the dog's discomfort they will care about their own. Would be nice if you could talk to your neighbors and get them all in on the action. If you can find out who the owner of the house is, some serioius communication with him/her may be in order. What about the Livable Something Initiative which deals with quality of life issues? You have my sympathy for sure.

At least five calls have been made to New Haven Animal Shelter by my neighbors and me. With the exception of one call we have had to leave messages, and we received no return calls and no action. We have heard the dog being beaten at least once, which was awful, and the owner is now training it to attack the tree in the City-owned strip, too. Please, City of New Haven, can something be done about this????

Thank you, Justin. The address is actually, I believe, 40 Downing Street; it's the house at the corner of Downing and Grafton. This has to stop, and anything you can do to help would be very much appreciated. The dog has been barking and whining non-stop all day today beginning at about dawn. I get severe migraines, and today's constant racket triggered one. I can even hear the dog with all of my windows shut. I shouldn't feel like I have to escape my own house to get some peace.
