Description

This vehicle has been parking overnight on this block EVERY DAY for WELL OVER A YEAR. He has not moved from his current spot in TWO WEEKS. He has been using his visitor's pass and ROSA exemption in lieu of registering his vehicle, which is unfair to the rest of DC residents who pay to register their vehicles. From the DMV website, this is CLEARLY ILLEGAL:

"A ROSA exemption is NOT a parking permit, and it does NOT exempt a vehicle from DC parking regulations. For example, vehicles with ROSA exemptions are still subject to all Residential Parking Permit (RPP) restrictions in effect in the location where the vehicle is parked."

"Similarly, a Visitor Parking Pass is not related to the ROSA program, and the use of a Visitor Parking Pass to allow a vehicle to avoid RPP time limits will NOT exempt that vehicle from ROSA requirements."

"Each pass will be tracked and assigned a unique address identifier with a Quick Reference (QR) code to allow DDOT to effectively work with enforcement personnel to reduce the possibility of fraud and misuse. It is a civil infraction punishable by a fine of $300 for any person to falsely represent himself or herself... a visitor parking permit will NOT prevent a visitor from receiving a warning notice or ticket related to registration of out-of-state automobiles (ROSA)."

If this isn't enforced then it will discourage DC residents from re-registering their vehicles in the future because they can just acquire a visitor's pass/ ROSA exemption.
