I would expect the City of NY's own 'Mayor's Office of Film, Theatre & Broadcasting' to have a better protocol for productions shooting in our boroughs, than using 'packing tape' to attach notices to poles.
Particularly that these are newly painted and installed poles.
These are for the currently shooting 'Blood Ties', this is on every pole for 4 streets I have passed by...

CB14 contacted the film crew regarding your concern about the tape used to adhere signage to poles. They will be adhering their signs with non-stick painter's tape going forward (see photo) and will be removing all the signs as soon as the shoot is over.
