XYZ,
It actually went under a parked police car and the Officer ignored the folks that were telling him about it. Skunks are typically nocturnal right?
That is unusual behavior for a nocturnal animal, and indicates it is probably sick, possibly with rabies. Please call the police or animal control while you can still locate it... if you didn't call immediately and no official sees this till Monday,, then there is a possibility that it may infect other animals. It is a beautiful one, with a white tail. I wish it could be safely caught and treated and then released in a safe rural place.
I like all kinds of animals, in their natural balance, and bugs, and plants, so I like having lots of park space, and wildlife refuges.... still,, being on a busy city street in daylight is unusual behavior for a nocturnal wild animal. I'm sorry nobody did anything when it was right there.
