Once again I said 2-3 months ago. And I know your name because I dealt with you. I contacted you a week or so ago about the problem returning. It's non permitted construction workers and unscrupulous residents selling their visitors passes for profit, which somewhere in our laws has gotta be a crime.

So to clarify the issue is actually misuse of visitor permits?

There's people with visitors passes who do not live or has never lived in Zone 7. And the problem been predominantly in morning.

The construction workers start arriving at 6 am. Some fill up all the spots on Winchester, which at least is only illegal when they park at the bus stop. Others park in the residential zone without permits, and I have observed others parking in the zone with visitor tags. So it's a bit of everything. The problem is compounded by the huge abuse of renters who use borrowed visitor tags for months on end. Mr. Willis has pointed out that the current ordinance cannot be used to solve this last problem. Given the situation, can't your department take the issue to the aldermen, along with a proposed solution? I just can't take on another project right now.

Well all visitors passes are issued with an id number, so we can find out who's abusing this privilege.

As discussed above, the abuse of visitor permits is a larger complication that we're exploring resolutions to. I've forwarded this issue to the day supervisor, director, and deputy director of our department, and have assigned an officer to check zone 7 on a daily basis through August. You can start by sending someone to watch as they arrive, and you'll know who the violators are.

I think that daily patrolling will help detect the most flagrant violators, which are the cars and trucks in zone 7 with no permit. Also, after about a week it should start to become obvious which cars are parking every day with visitor permits. Theoretically the ordinance allows ticketing of cars parked more than 10 consecutive days with a visitor permit, so a month's worth of daily enforcement could make a huge dent.

This issue has been addressed. We will continue to patrol the area on a regular basis, and ticket everything found in violation. If an issue such as this should arise please open as a new issue
