Graffiti has remained on this abandoned / blighted property for months now, along with various other properties he owns along the 800 block of League Street.

You can simply call 311 or email 'philly311@phila.gov' and you will get a response within 72 hours;
Be sure and give EXACT addess and location along with which wall/surface is graffitied; also if you tell them the color of the wall, they will attempt to blend/match the paint.

I called 311 about a month ago about this issue. Nothing has been done.

I'm glad the city will come out an paint over this slum-lord's properties, but where is the responsibility on his end? Does he get fined because the city is using tax-payer's dollars to cover up graffiti on HIS blighted properties? It's not as if he's not around. His chicken shop is open daily... All it would take is for him to send over one of his many employees to paint over the graffiti on his properties. We're not talking about abandoned properties.
