Neither is a public lawn like the Edgewood Mall, but the police don't care about violations there, either.

Those vehicles drive illegally each way over the public sidewalk, up the handicapped ramp to, get to that location.Any police officer may issue a moving violation for that. Front yard parking, in addition,is a violation of the zoning ordinance.
